AUG No more border raids have takéɓplads since my

last report, but alarms have been numerous, and one body of armed men is reported to have crossed the Sham Chun River, but to have returned as they found that San Tin, which they intended to rob, was holding a festival, and everyone was up and about.

Yesterday, the 30th., I visited the Chinese Territory over the border, in order to make enquiries into recent raids, and to ascertain the actual state of affairs. I crossed Deep Bay and landed at Sha Tau, and visited the villages of Sha Tau, Wong Kong, Kong Ha, Kak Tin and Chik Mi, and the Customs' Stations at Sha Tau, and Lung Shum Lu (adjoining Chik Mi).

It appears that the whole border country from Sham Chun to Nam Tau is without law and order. For the most part the country is quiet in daytime, but at night the robber bands emerge and visit any village known to contain money or valuables: even Sha Tau Customs Station which is strongly situated on a bare

but hill, with one officer and 16 braves, was attacked 3 weeks ago, the robbers were beaten off and three were shot. But the worst district of all is that round Kak Tin and Kong Ha, where highway robberies take place daily and in broad daylight. The village of Kong Ha is surrounded by a trench and an embankment, thrown up for defensive purposes, and outside the village I passed a notice saying that persons passing the notice after 8 p.m. were liable to be shot. The chief of the robbers here is one Man Kei Fung, who is a leading "Triad", and is said to have got together 1,000 men when the revolution broke out.

The village and neighbourhood of Chili was riddled with shots from both rifles and cannons, remaining from the fight with Kak Tin about a month ago. The man in charge of the neighbouring customs stations stated that they had to vacate the station for 10 days: the flagstaff was shot through and other damage was done.
